Declaration and Consent
In accordance with the Gambling Regulation Act 2024 (the “Act”), a signed Declaration and Consent, is required in respect of the proposed licensee, any relevant officers, and beneficial owners. This is a requirement from the Gambling Regulatory Authority of Ireland (GRAI) as part of each licensing application process.
This Declaration and Consent confirms the proposed licensee’s acknowledgement of the obligations and conditions of the Act, together with data processing by the GRAI of information voluntarily supplied by the proposed licensee.
The Declaration and Consent must be downloaded, signed, and uploaded at the end of your licence application.
An incomplete, amended, or altered Declaration and Consent will impact on your application and accordingly you may not receive a gambling licence.
The GRAI will only accept an original signature from the proposed licensee. An e-signature (or relevant electronic equivalent) is not acceptable.
For ease of use, this Declaration and Consent has pre-selections for each type of person who may need to sign it. You should select the relevant parts at the start that apply to you.
For Sole Traders/Partners: Sign fully as the proposed licensee. This declaration features “I” statements where you sign on behalf of yourself. In the case of partners, each partner is required to sign a declaration.
For Any Other Bodies: An appropriate representative signs on behalf of the proposed licensee which may be a body corporate or other structure.
Beneficial Owners/Relevant Officers: Each relevant officer and beneficial owner completes a separate declaration about their own obligations.
The Declaration and Consent is required for every licence application. Please select the licence type and gambling activity that this relates to. For example, if you are applying for both a remote and in person betting licence, separate declarations are required for each. This is required under Section 96 (1)(f) of the Gambling Regulation Act 2024.
Where a proposed licensee has multiple declarations, each one should be uploaded to the portal. These should be collated and uploaded (as per the screenshot below) prior to the submission of the licence application

Business Plan
