Phase 2 Consultation (Now Closed)

The Gambling Regulatory Authority of Ireland (GRAI) in partnership with Pobal, is developing a comprehensive funding strategy to support the new Social Impact Fund for addressing gambling harm. This fund will underpin a national system of prevention, education, treatment and recovery services. A key challenge is the absence of robust financial data on the real costs of delivering gambling-related harm supports in Ireland.

This questionnaire seeks high-level information to support the development of the Social Impact Fund. We are asking stakeholders to provide indicative estimates of operational and capital costs, timelines for implementation and the potential reach of services or initiatives. 

In addition to these estimates, this consultation is an opportunity to put forward ideas and proposals that could be considered as the fund moves into its programme design phase. Responses will be used to demonstrate both the level of investment required nationally and the capacity of services to expand and innovate in addressing gambling-related harm.

Informing the Social Impact Fund - National Consultation on Gambling Harm in Ireland

The purpose of this consultation was to conduct a comprehensive needs analysis to inform the strategic direction of the Social Impact Fund. By directly engaging a diverse range of stakeholders, particularly those most affected by or working to address gambling-related harm, this exercise aimed to generate grounded, context-specific insights into the current landscape of gambling support, education, awareness, and treatment in Ireland.

This stakeholder engagement was conceived not as a one-off event, but as a start and critical foundation for a sustained and evidence-informed response to gambling harm. The process was designed to surface key challenges, identify existing service gaps, and highlight emerging priorities from the perspective of practitioners, service users, families, researchers, and community advocates. It also sought to ensure that the lived experience of gambling addiction and recovery was placed at the heart of strategy development.
